The construction of a "Storage and Bagging Facility" with a closed area of 23,783.04 m² and a capacity of 110,000 tons within GÜBRETAŞ' Yarımca Facilities in Kocaeli will be tendered by closed envelope bidding method.
The specification regarding the tender can be requested from GÜBRETAŞ Internal Purchasing Directorate until 13 August 2021. Tender offers must be submitted to GÜBRETAŞ Internal Procurement Directorate by 31 August 2021 at the latest.
1) Description of the Job
It is the construction of a "Storage and Bagging Facility" with a capacity of 110,000 tons and a closed area of 23,783.04 m², on Plot 5, island 2721, in Körfez district, Kocaeli province, owned by Gübre Fabrikaları T.A.Ş.
For this purpose, the necessary ground improvement, foundation and reinforced concrete (civil, mechanical, piping, electrical and instrument) are carried out (built) in accordance with the specifications and annexes and delivered to GÜBRETAŞ within 780 calendar days.
Residential Areas of the Buildings to be Built
7.310 x 2 pcs. Two reinforced concrete and steel storage facilities of =14,620 m²,
447 x 2 pcs. = 6 reinforced concrete bagging unit buildings consisting of two blocks of 894 m²,
Two-storey bag warehouse and archive building with 501 m² seating area,
Two-storey social facility with 113 m² seating area,
Two-storey weighbridge building (operations building) with 83 m² seating area,
583 m² indoor parking lot,
3 security buildings, entrance tag, underground wastewater settling pool and auxiliary facilities (heat room, compressor room, maintenance workshop, transformer, generator, etc.),
The facility, which consists of structures, includes underground ground improvement, excavation-excavation filling, infrastructure, superstructure, electrical-mechanical works.
The construction work will consist of two phases.
First phase:
Warehouse-2 (7.310 m²) and one unit each of the two bagging units (Torba-1 and Torba-2) adjacent to this stockhole (2*166 m²) will be built. In this phase, there is also a weighbridge building (seating area 83 m²), 2 vehicle scale social facilities (seating area 113 m²), 2 entrance and exit security buildings/entrance tag, sedimentation pool, around the parcel and retaining curtains within the parcel. All manufacturing required for the concrete and commissioning of all these parts will be carried out by the contractor.
Second phase:
After the first phase is completed and commissioned by the contractor; The materials stored in the existing storage buildings in the area where Warehouse-1 (7,310 m²) will be built will be transported to the newly built Warehouse-2 by GÜBRETAŞ.
After the move; The existing warehouse will be demolished by the contractor and new buildings will be built (the remaining parts of Warehouse-1, Torba-1 and Torba-2 (2*281 m²), bag warehouse/archive (with 501 m² seating area), indoor car park (583 m²), conveyor tower). The foundation, a security hut, the remaining retaining walls and field concrete infrastructure and superstructure manufacturing will be completed and put into operation.
2) Important Considerations
Bidder companies will submit their offers through "Turnkey Lump Sum and Sealed Envelope Procedure". As a result of the tender, a "Turnkey Lump Sum" contract will be signed with the winning bidder. Partial offers will not be accepted.
3) Conditions of the Tender in question

4) Conditions for Participation in the Tender and Documents and Qualification Criteria Required to Participate in the Tender
4.1. In order for the bidders to participate in the tender, the documents regarding the company information listed below will be submitted within the scope of their bids:

4.2. Documents regarding economic and financial sufficiency and the conditions these documents must meet:
a) The bidders are requested to provide a provisional letter of guarantee with banks in the amount of 8,000,000 TL (Eight Million Turkish Liras) for the work subject to the tender.
b) Detailed financial statement, balance sheet, income statement, full certification report approved by a CPA or Independent Auditor for the years 2018-2019 and until 31.12.2020,
c) Backwards from the tender date,
d) Corporate tax return,
e) Document showing the credit status to be obtained from the bank,
f) Current Findeks Report
g) Independent audit report, if any,
h) A document showing whether there is a tax debt or insurance debt.
5) Documents Regarding Vocational and Technical Qualifications and the Conditions These Documents Must Meet and Work Experience Certificates
The BIDDER is requested to provide work completion certificates showing the BIDDER's experience in the works carried out in a single document at least 50% of the total closed area of the warehouses to be built in the last 5 (five) years, at home or abroad, in the public or private sector. .

7) A definitive guarantee letter of 10% of the contract price will be requested from the winning company at the contract stage.
8) After the contract is signed, upon request, an advance payment of 15% (fifteen percent) of the total cost of each phase may be given to the CONTRACTOR in return for an advance guarantee letter. The second phase advance payment will be paid to the CONTRACTOR before the phase starts.
9) The bids submitted will be evaluated by GÜBRETAŞ Purchasing Commission.
10) GÜBRETAŞ is not subject to public and state procurement legislation and similar legislation. Therefore, at every stage until the signing of the work contract; He/she will be able to decide freely, partially or completely, whether to make a tender or not, to postpone or cancel the tender, to sign a contract with any bidder or not, to award the work subject to the tender or not, and to waive the invitation to the contract at any time. In this case, the bidders cannot be held responsible for any damage, loss, expense, compensation, etc. for any reason. They cannot claim rights or receivables.
