Mehmet Şahin, born on November 28, 1960, in Malatya, completed his undergraduate education in the Science Department of Edirne Education Institute between 1977 and 1981. He began his professional career as a teacher on February 18, 1982, and subsequently served in various educational positions, including teacher, vice principal, and school principal.
Later in his career, he held a number of senior positions within the Turkish Prime Ministry, including Branch Manager at the Directorate of Administrative Development, Head of Department at the Directorate General of Personnel and Principles, Head of Department at the Directorate of Economic, Social and Cultural Affairs, and Head of Department at the General Directorate of Emergency Management. He subsequently served as Deputy Director General of Emergency Management under the Prime Ministry, Advisor to the President of AFAD, and Prime Ministry Advisor, before concluding his public service career as a Culture and Tourism Specialist.
In addition to his public sector responsibilities, Mehmet Şahin also held management and supervisory positions in various subsidiaries and financial institutions. Between 2005 and 2006, he served as a Member of the Board of Auditors at Vakıf Menkul Kıymetler A.Ş.; between 2006 and 2011, as a Member of the Board of Directors at Vakıf Leasing A.Ş.; and between 2011 and 2012, as a Member of the Board of Directors at Vakıfbank OBA A.Ş..
He also undertook coordination and commission responsibilities in major public administration and information system projects, including the institutional structuring of AFAD, disaster and emergency management legislation, public administration reform, eGovernment initiatives, the MERNİS project, geographic information systems, and national information system projects. During the Syrian civil war refugee crisis, he served as Coordination Chairman for the establishment and management of container and tent cities for refugees arriving in Türkiye.
