The construction of a "Clinker Warehouse" with a capacity of 2,700 m2 within GÜBRETAŞ's İskenderun Facilities will be tendered by closed envelope bidding method. The specification for the tender can be obtained from GÜBRETAŞ Internal Purchasing Directorate via e-mail until January 28, 2021. Tender offers must be delivered to GÜBRETAŞ Internal Purchasing Directorate in a sealed envelope at the latest by 17:00 on 17 February 2021.
1) Description of the Job
It is the construction of a Clinker Warehouse measuring 30×90 meters and with an area of 2,700 m2 for GÜBRETAŞ's İskenderun Facilities, located in Sarıseki, İskenderun district, Hatay province, and the demolition of the existing old warehouse.
Accordingly, reinforced concrete (foundation, curtain and field concrete) and steel construction (sandblasting, painting and assembly), facade and roofing works and electrical installation works will be constructed in accordance with the tender specifications and annexes and delivered to GÜBRETAŞ within the specified period.
2) Important Considerations
Bidder companies will submit their offers through "Turnkey Lump Sum and Sealed Envelope Procedure". As a result of the tender, a "Turnkey Lump Sum" contract will be signed with the winning bidder.
Partial offers will not be accepted.
3) Conditions of the Tender
Those who want to participate in the tender in question can deposit the specification fee of 1,000 TL (One Thousand Turkish Liras) to the bank account of Gübre Fabrikaları Türk A.Ş. with IBAN number TR31 0001 0017 9537 4621 3156 23 and complete the specification until 17:00 on Wednesday, 28.01.2021. They can request it from GÜBRETAŞ Internal Purchasing Directorate via e-mail.
Bidders are free to participate in the tender or not after receiving the specifications. However, in case of non-participation in the tender, a refund of the specification fee cannot be requested.
4) Conditions for Participation in the Tender and Documents and Qualification Criteria Required to Participate in the Tender
4.1. Documents that bidders must submit regarding company information within the scope of their bids in order to participate in the tender:
a) Address statement for notification; also contact telephone number, fax number and e-mail address,
b) Certificate from the Chamber of Commerce and/or Industry or the Chamber of Commerce certificate, which is valid and valid and registered in accordance with the legislation to which the bidder is subject, taken at most 30 (thirty) days before the tender date,
c) Signature declaration or signature circular showing that he/she is authorized to bid,
Trade Registry Gazette showing the latest status, indicating the partners, members or founders of the legal entity and their duties in the management of the legal entity, or documents certifying these matters and the notarized signature circular of the legal entity, as applicable,
d) Offer letter, the form and content of which are determined in this specification,
e) Interim guarantee,
f) In case of participating in the tender by proxy, a notarized power of attorney and a notarized signature declaration of the person participating on behalf of the bidder,
g) Monthly cash flow diagram (table showing the monthly manufacturing amount planned by the bidder based on the bid price),
h) Declaration regarding the legal entities of which it is a partner or shareholder.
4.2. Documents regarding economic and financial sufficiency and the conditions these documents must meet:
a) The bidders are requested to provide a provisional guarantee letter with banks in the amount of 300,000 TL (Three Hundred Thousand Turkish Liras) for the work subject to the tender.
b) Detailed financial statement, balance sheet, income statement, full certification report approved by a CPA or Independent Auditor for the years 2018-2019 and until 30.09.2020
c) Backwards from the tender date,
-Corporate tax return,
-A document showing the credit status to be obtained from the bank,
– Findeks Report,
-Independent audit report, if any,
-A document showing whether there is a tax debt or insurance debt.
5) Documents Regarding Vocational and Technical Qualifications and the Requirements and Work Experience Documents That These Documents Must Meet:
The bidder is required to submit the work, etc., which is the subject of the tender, carried out in a single document in the amount of at least 2,500,000 TL (Two Million Five Hundred Thousand Turkish Liras) in the public or private sector at home or abroad in the last 5 (five) years. It is requested to provide job completion certificates showing the experience related to the work.
6) Offers must be submitted to the Internal Purchasing Directorate of GÜBRETAŞ General Directorate, located at Merdivenköy Mahallesi, Bora Sokak, No:1, Nida Kule Göztepe İş Merkezi Kat:30 Kadıköy/İSTANBUL, by Wednesday, 17.02.2021, at 17:00. It must be delivered by hand or by cargo. Price offers received after this date will not be taken into consideration for any reason.
7) A definitive guarantee letter of 10% of the contract price will be requested from the winning company at the contract stage.
8) After the contract is signed, upon request, an advance payment of 15% (fifteen percent) of the total contract price may be given to the contractor company that won the tender, in return for an advance guarantee letter.
9) Bids submitted will be evaluated by GÜBRETAŞ Purchasing Commission.
10) GÜBRETAŞ is not subject to public and state procurement legislation and similar legislation. Therefore, at every stage until the signing of the work contract; He/she will be able to decide freely, partially or completely, whether to make a tender or not, to postpone or cancel the tender, to sign a contract with any bidder or not, to award the work subject to the tender or not, and to waive the invitation to the contract at any time. In this case, the bidders cannot be held responsible for any damage, loss, expense, compensation, etc. for any reason. They cannot claim rights or receivables.
