ANNOUNCEMENT: İSKENDERUN FACILITIES PORT HANDLING SERVICES TENDER NOTICE

Within the scope of port handling services to be received at GÜBRETAŞ's Port Facilities in Sarıseki, İskenderun, the bidder must determine the amount of cargo he will undertake (excluding clinker, coal, petroleum products), with the crane, other equipment and competent personnel detailed in the technical specifications, as specified below. will get the job done. In this context, unloading, stacking, transfer, manipulation, transportation with trucks and loading to ships, unloading, stacking on the pier, transfer works of all types of bulk and bagged cargo, general cargo, liquid cargo and project cargo will be tendered by closed envelope bidding method. The amount of cargo that the BIDDER can bring by finding potential customers will be the evaluation criterion in the tender.

The specification for the tender can be obtained from GÜBRETAŞ Internal Purchasing Directorate by hand or via e-mail until 20 December 2019. Tender offers must be submitted to GÜBRETAŞ Internal Procurement Directorate by January 6, 2020 at the latest.

1) Job Description:

Within the scope of the port services to be received at the İskenderun Port Facilities located in GÜBRETAŞ Hatay province, İskenderun District, Sarıseki District, in accordance with the port operating permits and permitted by the provincial directorate of environment:

all types of bulk and bagged cargo,
general cargo loads,
The services of unloading, stacking, transferring, manipulation, transportation by trucks and loading on ships, unloading, stacking on the pier, transfer works of liquid cargo and project cargoes, and cleaning works in the areas where these works are carried out, have been provided to Gübretaş for the last 1 year, as described in the technical specifications and annexes. It is to be carried out for a total of 3 years, with the option to extend the period.

2) Important Considerations

Bidder companies will submit their tonnage bids based on the "unit prices included in the tender dossier". As a result of the tender, a "unit price" contract will be signed with the successful bidder. Partial offers will not be accepted.

3) Conditions of the Tender in question:

Those who want to participate in the tender can deposit the specification fee of 5,000 TL (Five Thousand Turkish Liras) to the bank account of Gübre Fabrikaları Türk A.Ş. with IBAN number TR31 0001 0017 9537 4621 3156 23 and receive the specification from GÜBRETAŞ Internal Purchasing Directorate on Friday, 20/12/2019. They can request it by e-mail until 17:00.
Bidders are free to participate in the tender or not after receiving the specifications. However, if they do not participate in the tender, they cannot request a refund of the specification fee.

4) Conditions for Participation in the Tender and Documents and Qualification Criteria Required to Participate in the Tender

Documents regarding economic and financial sufficiency and the conditions these documents must meet:

a) The bidders are requested to provide a provisional guarantee letter with banks in the amount of 500,000 TL (Five Hundred Thousand Turkish Liras) for the work subject to the tender.

b) Full Certification Report if it is prepared for the years 2016-2017 and 2018

c) Financial status report approved by CPA or Independent Auditor

d) Corporate tax and provisional tax returns for the last three years,

e) Document showing the credit status to be obtained from the bank,

f) Findex Report

g) Document showing whether there is a tax debt or insurance debt

5) Documents regarding professional and technical qualifications and the conditions that these documents must meet and Work experience documents:

The BIDDER is requested to submit work completion documents showing that the BIDDER has carried out port cargo handling operations of at least 500,000 Tons (Five Hundred Thousand Tons) in a year, domestically or abroad, in the public or private sector, within the last 3 (Three) years. .

6) Offers must be submitted by hand to GÜBRETAŞ General Directorate, Internal Purchasing Directorate, located at Merdivenköy Mahallesi Bora Sokak No:1 Nida Kule Göztepe İş Merkezi Kat:12 Kadıköy/İSTANBUL, no later than 06/01/2020 Monday at 12:00. or by courier in a sealed envelope. Price offers received after this date will not be taken into consideration for any reason.

7) A final guarantee letter in the amount of 3,000,000 TL (Three Million Turkish Liras) will be requested from the winning company at the contract stage.

8) The bids submitted will be evaluated by GÜBRETAŞ Tender Commission.

9) GÜBRETAŞ is not subject to public and state procurement legislation and similar legislation. Therefore, at every stage until the signing of the work contract; He/she will be able to decide freely, partially or completely, whether to make a tender or not, to postpone or cancel the tender, to sign a contract with any bidder or not, to award the work subject to the tender or not, and to waive the invitation to the contract at any time. In this case, the bidders cannot be held responsible for any damage, loss, expense, compensation, etc. for any reason. They cannot claim rights or receivables.
